WASHINGTON — U.S. home construction improved a slight 1.5 per cent in October, but in a troubling sign, ground breakings for single-family houses fell.The Commerce Department says housing starts rose to a seasonally adjusted annual rate of 1.23 million, up from 1.21 million in September. The gains came entirely from apartments as starts for single-family houses slipped 1.8 per cent last month.A sharp increase in mortgage rates has led to a marked decline in home construction since May, such that ground breakings have fallen 2.6 per cent over the past 12 months.The average 30-year fixed rate mortgage has shot up a full percentage point in the past year to 4.94 per cent, according to Freddie Mac.Permits, an indicator of future activity, declined 0.6 per cent to an annual rate of 1.26 million.Josh Boak, The Associated Press

The further 3.4 centimetres that has so far fallen in Chetwynd is also a first-ever.Grande Prairie has also broken back-to-back snowfall records, and a snowfall warning in the Swan City remains in effect as of noon Wednesday. The Grande Prairie Airport weather station saw one centimetre of snow on Tuesday, and since midnight has recorded a further 10 centimetres of the white stuff.No snow had previously been recorded in Grande Prairie on either the 11th or the 12th. Records in Grande Prairie date back to 1936.As for whether records were broken at any other B.C. Peace communities, Castellan said that unfortunately, snowfall data was unavailable for both the Dawson Creek and Fort Nelson airport weather stations. FORT ST. JOHN, B.C. – The first snowfall of the 2018/2019 fall and winter season has caused a number of records to fall across the Peace Region.Environment Canada meteorologist Armel Castellan said that Fort St. John saw a new record snowfall for September 11th.The 6.2 centimetres of snow that fell at the North Peace Airport weather station yesterday was 3.8 centimetres more than the previous record of 2.4 centimetres that was set in 1993.

Islamabad: In an unusual move, Pakistan’s science and technology minister on Monday invited the country’s two leading clerics to see how “easy” science has made it to predict the lunar calendar to calculate the start of the holy fasting month of Ramzan. In a statement that could further anger the conservative clerics in the Muslim majority nation, federal Minister for Science and Technology Fawad Chaudhry invited Mufti Muneebur Rehman and Shahabuddin Popalzai to see how the moon cycle works. There is no need for an arduous task,” he said sarcastically. Since assuming office as the minister for science and technology, Chaudhry has been pushing for using science for the Islamic calendar and doing away with the traditional moon sighting method used by the Ruet-e-Hilal Committee. Earlier this month, the minister formed a five-member committee comprising officials from the S&T ministry, Space and Upper Atmosphere Research Commission (Suparco) and Pakistan Meteorological Department to prepare a lunar calendar and publish it by the 15th of Ramzan. Speaking at an event at Karachi University, he said the ministry was also working on a mobile phone app that will enable people to sight the moon on their devices, the Express Tribune reported Monday.
